NOTIFICATION
In exercise of the power conferred by the explanation to Section 25 of the Negotiable Instrument Act, 1881 (XXVI of 1881), read with Government of India, Ministry of Home Affairs, Notification No. 20/25/56-pub(l) dated the 8th June, 1957, the Governor is pleased to declare the days as specified at List I below to be Public Holidays during the year 2024.
- The Governor is also pleased to notify that the offices under the Government of West Bengal with the exception of the offices of the Registrar of Assurances, Kolkata and Collector of the Stamp Revenue, Kolkata shall be closed on the days as specified at List II below which are not declared to be public holidays, during the year 2024.
- Further, the Governor is pleased to declare that the days as specified atList III may be observed as Sectional Holidays in the year 2024 for the employees of different communities mentioned against the day.

1. Sundays are holidays under the Negotiable Instrument Act. .
2. In the year 2024, the following festivals / occasions fall on Sundays which are public Holidays under N. I. Act and hence have not been included in lists:

4. General instructions as laid down hereunder are to be followed in case of Muslim festivals.
GENERAL INSTRUCTIONS TO BE FOLLOWED IN ALL TYPES OF HOLIDAYS INCLUDING HOLIDAYS FOR THE MUSLIM FESTIVALS
1) No substitute holiday shall be allowed if any of the festival – holidays initially notified subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festival falling on the same day.
2) If there is any change in the date of Eid-Ul-Fitr, Id-Ud-Zoha, Muharram, Fateha-Dwaz-Daham, Shab- e-Barat depending upon the sighting of the moon, holiday will be declared by a separate order for the date on which the festival would be actually observed in lieu of the date originally notified as holiday for this festival.
3) It may happen that the change of date of above mentioned occasions has to be notified at a very short notice. In such a situation, announcement would be made through T.V. / A.I.R. / News Papers and Heads of Department / Offices of the State Government may take action according to such announcements without waiting for formal order about the change of date.

List of Compulsory & Restricted Holidays for the year 2024.
In accordance with the revised policy of the Govt. of India (Ministry of Home Affairs, Deptt. of Personnel & Administrative Reforms), O.M. No.-9/37/82/JCA dated 11.11.1982, the working committee of the CGEWC, Kolkata in its 120th meeting held on 08.09.2023 decided 3 (three) holidays locally (at Sl. No. 1, 2 & 11 of para 3.1) in addition to 14 (fourteen) holidays fixed by the Ministry for the year 2024 vide F.No. 12/2/2023-JCA, Govt. of India, Ministry of Personnel, P.G. & Pensions, (Departement of Personnel & Tranining), New Delhi, dated 03/07/2023. Thus the Central Govt. Offices coming under the purview of this committee who are doing “work of Secretariat Nature” will observe the under-noted 17 (seventeen) compulsory holidays for the Calendar year 2024 and further 2 (two) Restricted Holidays from the List of Restricted Holidays for the year 2024.

Note: Central Govt. Organizations, which include Industrial, Commercial & Training Establishments (i.e. other than doing work of a Secretariat nature) would observe 16 holidays in a year out of which 3 namely, Republic Day, Independence, and Mahatma Gandhi’s Birthday will be compulsory. The remaining Holidays / Occasions may be determined by such Establishments / Organizations themselves on a year-to-year basis.
In deciding whether a particular Department / Establishment / Organization is an Industrial, Commercial or Trading Organization (i.e. other than those doing work of a Secretariat nature) the decision may be taken by the respective Ministry / Ministry of Home Affairs, New Delhi.
The date of Holidays for the Muslim Festivals may be changed on the sighting of the Moon and the decision to be taken by the CGEWCC, Kolkata based on the decision of the State Government in respect of idu’l Fitr, Idu’l Zoha [Id-Uz-Zuha (Bakrid)], Muharram and Id-e-Milad.
